# How does AI investment in Europe compare with the US?

Private investment in AI companies was 12 to 14 times higher in the US than in Europe in 2025: $285.9 billion against $20.9 billion. The gap is about companies that build AI; among firms that use it, Europe roughly matches the US. Most public money is announced, not yet spent.

## How to read it

This measures money for companies that build AI, from deal databases that miss undisclosed deals and government funds. Investment by ordinary firms in using AI is a different measure and shows near parity (below). The OECD notes that AI-related investment inside EU firms and the public sector may be far larger than venture capital: up to €294 billion in 2023 in experimental estimates. Public pledges are shown separately because announced is not spent.

## Every study on one scale

Shaded: 12–14× One figure

Chart values as text

- Scale: US private AI investment as a multiple of Europe's. Shaded range: 12–14×.
- Stanford AI Index (2026): 13.7× ($285.9bn against $20.9bn)
- OECD (venture capital) (2026): 12.3× ($194bn against $15.8bn)

**Why high confidence:** Two independent creators using different deal databases and scopes (all private investment for Europe, venture capital for the EU27) agree on a US advantage of 12 to 14 times in 2025.

## How much private AI investment goes to Germany?

$3.9 billion in 2025, third in Europe after the UK ($5.9 billion) and France ($4.4 billion). Germany had 92 newly funded AI companies, against 1,953 in the US, and $17.2 billion of private AI investment in total from 2013 to 2025, against $757.3 billion in the US (Stanford AI Index).

Firms using AI

## Do European companies invest in using AI as much as US companies?

Roughly, yes. 37% of EU firms invest in or systematically use generative AI tools, against 36% of US firms, and 39% in Germany (EIB, 2025). The difference is breadth: 81% of US firms using AI apply it in two or more business areas, against 55% in the EU. See F-36.

Public money

## How much public money is the EU putting into AI?

Mostly announced, not yet spent. InvestAI (February 2025) aims to mobilize €200 billion, mostly from private and other partners, including a €20 billion fund for AI gigafactories. The gigafactory call opened only on 30 July 2026 with up to €10 billion in EU and national funding, closes 12 November 2026, and awards are expected in early 2027. AI factories are co-financed with €10 billion. No total for money spent has been published.

- **The US invests 23 times more in AI than Europe.** 23 times is the US compared with China. Against Europe it is about 13.7 times.
- **European companies lag US companies in adopting AI.** Among firms using it, the EIB finds 37% of EU and 36% of US firms invest in generative AI tools. The gap is in breadth of use and in money for AI builders.
- **The EU has a €20 billion AI gigafactory fund.** Announced in February 2025; the call opened in July 2026 with up to €10 billion in public funding, and no awards are due before early 2027.
